According to a report published Sunday by the Daily Caller, Joe Biden’s CIA Director William Burns was the previous head of a prominent Washington think tank that employed members of the Chinese Communist Party (CCP).
Burns served as president of the Carnegie Endowment for International Peace from February 2015 until November 2021. During his tenure, the organization employed at least 20 policy experts who have been identified as members of the CCP.

The Carnegie CCP employees worked at its Washington headquarters and also its office at Tsinghua University in China.
The profiles of the CCP policy experts on the Carnegie website do not disclose their membership in the communist party that controls China’s government. The Daily Caller reported that it was able to confirm their membership by analyzing hundreds of CCP branch records and personnel profiles from multiple organizations — all published in Chinese Mandarin.
During the time Biden’s CIA director was the head of Carnegie, the FBI had intensified warnings that the CCP was conducting “malign influence operations” inside multiple key U.S. institutions. FBI Director Christopher Wray said in July 2020 that the CCP was working to “influence our policymakers” while manipulating American public opinion.
Former deputy national security advisor to the vice president Steve Yates told the Daily Caller that Burns has put himself in a “fatal cul-de-sac.” Yates said that Burns either demonstrated a “remarkable lapse in operational security” or willingly allowed agents of a hostile foreign nation to infiltrate an elite organization “boasting many former and future U.S. appointees.”
Yates added that if CCP members have access to sensitive information of any nature, they are “certain to get a visit from Chinese intelligence.” He added that those members “have no choice but to gather and disclose on a regular basis going forward.”
Rep. Lance Gooden (R-TX) told the Daily Caller that organizations like the Carnegie think tank have no excuse for employing CCP members. He said the groups have budgets in the “tens of millions of dollars” and have the manpower to “properly vet their employees and donors.”
He said he would not be surprised that some nonprofits “knowingly turned a blind eye to CCP members in exchange for donations or political favors.”
During his confirmation hearing to become CIA director in February 2021, Burns came under fire due to Carnegie’s connections to the China-United States Exchange Foundation (CUSEF). He testified under oath that when those ties were questioned by Sen. Marco Rubio (R-FL) he saw to it that Carnegie’s relationship with CUSEF was ended.
Rubio has said that the Biden administration either “does not understand the Chinese Communist threat or they simply don’t care because they’re desperate for solar panels and electric batteries from China.”
