Whistleblower Exposes NYPD Chiefs’ Funding Scam

A whistleblower has come forward with claims that two NYPD Deputy Chiefs, Maximo Tolentino and Victoria Perry, steered department funds toward a Bronx restaurant owned by Richard Caban, the brother of former Police Commissioner Edward Caban. The allegations, filed with the Department of Investigation (DOI), accuse the chiefs of misusing city resources by directing their officers to hold events at Con Sofrito between October 2022 and January 2023.

The complaint states that Tolentino and Perry instructed their subordinates to focus on hosting events at the restaurant, allegedly to “make the big boss happy,” in reference to then-Commissioner Caban. The events included “Winter Wonderland,” a toy distribution event, and cost the department between $5,000 and $8,000 each.

The whistleblower’s accusations have reached federal investigators, according to sources, and both Perry and Tolentino have faced scrutiny over the alleged misuse of funds. Perry, who was recently promoted to deputy chief, made $214,218 last year, while Tolentino earned $233,000.

The NYPD has denied claims that Perry’s electronics were seized, but neither the department nor the DOI has responded to inquiries regarding the allegations. Meanwhile, Richard Caban’s twin brother, James, is being investigated for allegedly acting as a fixer for high-end Manhattan businesses.

These developments come amid ongoing investigations into Mayor Eric Adams’ administration, with five separate probes currently targeting his inner circle.
