Just days before Election Day, Milwaukee is facing fresh election integrity concerns as the Conservative Political Action Conference (CPAC) files a complaint alleging illegal ballot harvesting. CPAC’s complaint to the Wisconsin Elections Commission (WEC) and local police claims that a witness observed an unidentified individual deposit a large number of absentee ballots into a Milwaukee drop box on October 25 before fleeing.
CPAC Chairman Matt Schlapp expressed concerns that the incident may reflect “fraud or corruption in the voting process.” In Wisconsin, it is illegal to deposit multiple ballots on behalf of others, a practice known as ballot harvesting. Schlapp emphasized CPAC’s dedication to election transparency and urged authorities to take immediate action.

According to the complaint, the witness observed the individual near the Milwaukee City Hall drop box around 7:55 p.m., carrying two bags. The witness reported that the person emptied the larger bag, a green one, multiple times into the drop box and left quickly after realizing they were being watched.
The complaint includes redacted photographs, which CPAC says show the individual at the drop box. Schlapp posted on social media, calling for an investigation into the alleged illegal ballot dumping to ensure fair and lawful elections.

Milwaukee’s new election administrator, Paulina Gutierrez, has assured voters that Milwaukee’s drop boxes are closely monitored with cameras and that trained ballot courier teams maintain strict custody of ballots. Nonetheless, CPAC’s complaint has raised new concerns about election security, with calls for WEC and Milwaukee police to investigate thoroughly.
